POLINARES Workshop on the 'energy security' issue held in Paris

The first of two Workshops on WP2 (Future availability and use for oil, gas and key minerals) related to the 'energy security' issue was held in Paris at the Paris School of International Affairs on 31st May in order to share the ideas and results emerging from WP2 with specialists not involved in the POLINARES project.

This Workshop focused on two themes: different perspectives on energy security and the role of technology in alleviating tensions in energy markets. Two key messages to emerge from the presentations and discussions related to heterogeneity and unpredictability. Heterogeneity can be seen in the varying perspectives towards energy security held by different actors, especially by different governments, and in the different strategies they are taking or are likely to take in order to address the energy challenges they face. This heterogeneity, accompanied by poor dialogue, is a source of potential tension. Looking ahead to the year 2040, unpredictability arises from uncertainties in economic development and technological advance, and in the success of governments in formulating and implementing appropriate policies. A further source of tension was identified in the apparent separateness of the international political discourses on energy security and on climate change.

This Workshop benefited greatly from the participation of two specialists from the USA.
