Workshop on WP2 (Cooperation and conflict in access to mineral raw materials)

The second of two Workshops (Cooperation and conflict in access to mineral raw materials) was held in Paris at the Paris School of International Affairs on 1st June 2011 in order to share the ideas and results emerging from WP2 with specialists not involved in the POLINARES project.

The starting point for the Workshop was provided by a session which called into question the current approaches taken by many governmental organisations towards criticality of raw material supply. This identified the need for a more carefully calibrated understanding of criticality which should take into account not just the different causes and impacts of disruptive events, but also the different impacts on different actors. Taken together with an appreciation of the long-term nature of mining investment, the changing corporate landscape, the regional trends in demand for materials (especially in Asia), and the complex nature of the supply chains, it was evident that POLINARES has an opportunity to provide to policy-makers a greatly improved understanding of the challenges facing raw material supplies and possible solution. As with energy, different actors have different objectives and needs, and strategies which fail to take these differences into account will prove unworkable.

A key message emerging from both Workshops is that the European Union is being increasingly marginalised with respect to the international flows of energy and mineral raw materials, and its ability to influence these flows is also declining.

The presentations and discussions at these Workshops provided useful insights for how the project team can develop coherent and useful research and policy outputs from WP2.
